Would a tattoo artist respond to this type of request?

I have a 6 year old tattoo of a panther on my shoulder. I want to have a tattoo artist do something to it to jazz it up…maybe put some type of design around it. I would have no idea how to go about doing this aside from going to a tattoo artist and saying hey i have 200 bucks, make this look cool. do you think that would fly?

All this sounds well and fine, however the condition of the panther has not been addressed. We often get people in to have such additions to their tattoos but unless the panther is reworked as well, it will look old and faded as the featured part as compared to the fresh surrounding tattoo work.
